It surveys major issues of state and local government, emphasizing historical antecedents and current problems. Topics will vary as cutting-edge issues emerge, but may include police and regulatory powers; structure, annexation, and boundary changes; home rule theory and practice; educational financing and organization, including charter schools; taxing and financing powers; governmental tort liability; intergovernmental conflicts; and preemption.
