Students will meet and work closely with Administrative Law Judges at the Minnesota Office of Administrative Hearings in St. Paul to gain an understanding of the trial-type contested cases and rulemaking hearings. The class will cover the responsibilities of ALJs under the Minnesota Administrative Procedure Act and consider how due process principles apply to the enforcement and policy-making roles of state agencies. Students will observe contested case hearings and a rule hearing (if available), work with a judge to draft one contested case decision (one credit option) or two decisions (two credit option), and write four short externship reflection papers.

Externship: Legislative & Lobbying30631 3.00HilstromMon06:00 PM07:55 PM22001/14/2024The Legislative calendar is such that students must be prepared to allocate multi-hour blocks of time for fieldwork during mid-week; Mondays and Fridays are travel days or in-district days for legislators resulting in limited fieldwork at the Capitol or with a mentor on those days. The 2023 Legislative Session begins in early February meaning students must plan to secure the majority of hours in roughly two months.

To facilitate placement, students must provide the professor with a copy of their resume and preferences for placement (e.g. state agency, legislator, law firm lobbying practice, trade association or other non-profit).

Self-selected placements are possible for students with connections at the Minnesota Capitol or within the lobbying community but must be coordinated with the adjunct professor and be consistent with the law school's requirements. Students must communicate with the adjunct professor regarding self-placement options prior to the start of the semester to avoid duplicate placements.
